Election Report for June 2004 ccNSO Council Election (23 June 2004)

Dear ccNSO Members:

As you know, the ccNSO Campaign period is closed .

According to the ICANN bylaws:

If at the close of nominations there are no more candidates nominated (with seconds and acceptances) in a particular Geographic Region than there are seats on the ccNSO Council available for that Geographic Region, then the nominated candidates shall be selected to serve on the ccNSO Council. Otherwise, an election by written ballot (which may be by e-mail) shall be held to select the ccNSO Council members from among those nominated (with seconds and acceptances), with ccNSO members from the Geographic Region being entitled to vote in the election through their designated representatives. In such an election, a majority of all ccNSO members in the Geographic Region entitled to vote shall constitute a quorum, and the selected candidate must receive the votes of a majority of those cast by ccNSO members within the Geographic Region. The ccNSO Council Chair shall provide the ICANN Secretary prompt written notice of the selection of ccNSO Council members under this paragraph.

In each of the 5 geographical regions, 3 candidates have been nominated seconded and have each accepted to serve on the ccNSO Council. The number of candidates precisely matches the number of available seats as summarized at the bottom of the page.

After consultation with the ICANN General Counsel's office, the conclusion is that it is not necessary to hold an election to select the council members, and that all the criteria for selecting the new Council have been met.

Congratulations are in order for the new Council!

There remains the issue of the staggered terms of office. The Election supervisors recommend that the ccNSO Council members (as listed below) determine the terms for the Councilors per region at the KL meeting and post this. The Election supervisors shall inform the ICANN Secretary that the ccNSO Council is formed according to Transition Article XX, 4 (1), and the procedures stated in Article IX, Section 4 (8) and (9).
