2) Discussion of steps after data gathering is complete
1) Status of other data gathering efforts - Survey
Barbara Roseman reported that the surveys to the Constituencies and the Registrars had been sent out from the survey return address round 2 February, and the survey to the GAC and ccNSO round 5/6 February by the GNSO Secretariat.
The return date, 18 February was considered to be possibly too short and it was agreed to wait till the deadline and extend at that point if more time was needed to complete the surveys.
Data compilations could also serve as material for the Rome report.
The GNSO Council should be advised of the "wait and see" approach for extending the data gathering deadline.
2). Data analysis:
Jordyn Buchanan referred to a suggested data analysis team approach:
Each team would be tasked with reviewing and analyzing a specific portion of the data we receive.
TEAM 1 - Governmental policies and regulations
This team would be tasked with analyzing data relating to government policies and regulations. This would include the questionnaires distributed to the GAC, Questions #1, #2, and #5 from the CC questionnaire, Question #7 from the registrar questionnaire, as well as supplementary documents (including the EPIC and OECD reports and submissions to the previous Whois task force by governmental entities)
TEAM 2 - Current practice
This team would be tasked with analyzing data relating to the current practice of registrars, registries and resellers with regards to gathering and making available contact data. This would include the questionnaires distributed to registrars and resellers, the registrar survey, question #3 from the questionnaire distributed to all constituency, the Whois matrix prepared by Thomas and Steve, and questions #3 and #4 from the CC questionnaire.
TEAM 3 - Use of data
This team would be tasked with analyzing data relating to the current use of Whois data. This would include questions #1 and #2 from the questionnaires distributed to all constituencies as well as the survey conducted by the previous Whois task force.
Kathy Kleiman suggested modifying TEAM 3 to Uses and Concerns.
It was suggested that the teams created different proposals and set up a template for data analysis.
February 10 midnight, EST the return date for the team formation
Jordyn Buchanan proposed circulating the results.
