I represent a California based, privately held company, CBS Enterprise Group, which is engaged in international IT business. As part of its portfolio of services, the company provides systems integration services, which delivers domain registration, web hosting and email services to end users via a reseller agreement with registrars and registries.

The GNSO Council's responsibility in recommending substantive policies relating to generic top-level domains is a critical part of ICANN's function. The mechanism by which the GNSO makes such recommendations to the ICANN Board of Directors is through the GNSO Policy Development Process (PDP) set forth in the ICANN Bylaws. During 2005-7, as part of the NomCom representative, I had served on the GNSO and was active in the Policy Development Process of the International Domain Names (IDNs) and generic Top Level Domain names (gTLDs). Within this period, I was active in providing guidance to the GNSO improvement process and give specific recommendations to the independent review group, namely the London School of Economies.

Given that the GNSO structure is made up on the principles of a Constituency representation and their Stakeholders, it is important that there is a level playing field for various constituencies by ICANN as an organization as well as the processes and mechanisms by which the Constituencies operated within the community; particularly in the areas of transparency and openness and the fairness of the Constituency's processes which should continue to observe the interest of the stakeholders that are participating in them particularly the noncommercial, public interest and individual users as well as areas dealing with competing and conflict of interests. As such, I would like to bring my experience in PDP and continue my interest in this important area of ICANN.

In my personal capacity, I do not have any of my moneys, invested in companies that are in the registrar businesses. I do not believe that any activities of the Council or ICANN could have a material effect on the work I do at CBS International".

James Bladel

I am an independent research consultant and a part time Adjunct Professor at Luleå University of Technology (LTU) in Sweden. At LTU I supervise two Ph.D. students on Delay Tolerant Networking (DTN) Technology and am responsible for creating a curriculum in Internet Governance. As a professor I am partially funded by an European Commission FP7 research grant.
I have a recurring part-time contract with UN-DESA and the Internet Governance Forum as a consultant on Internet Governance and WSIS follow-up activities. I also have a part-time contract with Iometrix where I am consulting on establishing certification testing programs for VoIP NNI (Network to Network Interconnect). Specifically, I have no involvement in any contracts Interisle may have with ICANN.

As part of my volunteer activities I give advice to various representatives of indigenous nomadic and semi-nomadic populations and NGOs on Internet topics which include the possibility of obtaining a gTLD. These activities may involve providing assistance in obtaining a TLD including assistance in raising the necessary funding for a TLD, when and if that is an appropriate solution to their goals. I am not, however, currently involved in any such efforts In terms of the GNSO Council and its various working groups, committees and teams, I currently have no employment, contract,
statement of work, financial interest, share ownership or any other business relationship with ICANN, registries or registrars except as a registrant of several domain names. Alex Gakuru

1. Current vocation, employer and position

My vocation is the harder fight for rights of others (or public interest) away from easier private/self-interest. I hope below captures how I got myself into all of this?

I am a ICT Solutions Provider specialising in server applications-software development and integration. I have been a Management Information Systems (MIS) developer whom since 1991 has offered varying information and communications solutions and consultancy services to over 100 entities - companies, small businesses, non-profit (local and regional and international) organisations, and individuals in Kenya and Eastern Africa.

Our market emerged to be divided into three: A select very few capital owners whom also constitute the bulk of and wield most of the political power, a slightly broader "traders layer" that established linkages with capital/political elite and a vast majority of "consumer market" at the bottom of the pyramid. It occurred that in the prevailing scenario, development decisions rarely, if at all, were subjected to "bottom-up" processes but instead was mostly top-down.

This circumstance relayed out on every aspect of our socio-economic development, including internet introduction captured on "Negotiating the Net" (Mary Muiruri - Kenya Case http://www.cidcm.umd.edu/ntn/)

A self-employed consultant trading as sole proprietorship "Way Forward Technologies" incorporated in 1995 in Nairobi, Kenya where my position or title is Lead Consultant.

2. Type of work performed in 1 above

In contributing to changing the above situation and in order for greater benefits of the internet reaching the bottom, I became progressively involved in ICT policy, legal and regulatory development landscape under the auspices of the Centre of Law in ICT Development ( or Claw-IT) - a loose network of ICT-Legal professionals and the ICT Consumers Association of Kenya closely working with various Democracy, Civil and Human Rights organisations most recent being http://www.ict4all.or.ke

As chair ICT Consumers Association of Kenya, and closely working with civil and human rights organisations, my work involves constructively engagements with government, regulator and private sector players in promoting rights of ICT consumers at policy, legislation, regulation and at the market place.

Committed to making the "Internet for Everyone" as an ISOC member was fortunate to be the first African to receive prestigious award under then new Projects Funding Initiative (home http://www.isoc.or.ke/). Using the media in their public "education" role ( others being to inform and to entertain) launched an elaborate and sustained campaign on technology education that resulted in my becoming a resource for their stories print, broadcast, and online - which continues today. I am happy to report that this media initiative significantly contributed to growing the Kenya internet usage as show on the graph.

Way Forward Technologies consultancy services are on Databases, Software Development, Open Source Software, Internet Presence, Digital Animation, ICT Migration, Project Management, Telecommunications,Training and ICT Research.

3. Identify any financial ownership or senior management/leadership interest in registries, registrars or other firms that are interested parties in ICANN policy or any entity with which ICANN has a transaction, contract, or other arrangement

Besides my firm, Way Forward Technologies, being a KeNIC accredited registrar, I do not have any financial ownership or senior management/leadership interest in any other registries, registrars or other firms that are interested in ICANN policy or any entity with which ICANN has a transaction, contract, or other arrangement any where else in the world.

I do not hold any position or office at our regulator or government, save for my appointment to the National IPv6 Task Force and the ICT Task Force both public service-oriented voluntary initiative of and led by the Ministry of Information and Communications. I would recommend that you contact the Permanent Secretary, Ministry of Information and Communications Dr. Bitange Ndemo to get an independent view of our dynamic and progressive relationship, Hon. James Rege MP on legislation, Charles Njoroge on regulation, and John Kariuki and James Kulubi on ICT policy development process involvement and harmonisation with East Africa Community member states. On Civil Society the best person to contact would be Ezra Mbogori

And as policy, I do not accept any payments, gifts, favours from industry players either in my personal capacity, nor my firm or as chair ICT Consumers Association. Any government and regulator support that may be received towards our pro-consumer activities are openly published.

4. Identify any type of commercial interest in ICANN GNSO policy development outcomes. Are you representing other parties?

I do not have any commercial interest in ICANN GNSO policy development outcomes and I am not representing any other party. My interests as purely public-interest, and more specifically Internet consumers rights non-commercial to the extent that they are at the "edges" of the network which they do not make money trading on as a service or on domain names. In fact, I constantly engaging KeNIC on domain prices towards making them more affordable to Kenyans. Occasionally and positively engaging with government and the regulator with "how-to" suggestions to grow the .ke namespace.

But I am concerned with ICANN Policies that are not reflective of Africa's or more generally Developing Nations Public Interest, for example, Rr Ry debate where we are left as mere spectators because we cannot afford huge sums of money expected by ICANN, our (unregistered) cultural and traditional rights. I would like to contribute to seeking the solutions to the problem.

5. Describe any arrangements or agreements between you and any other group, constituency or person(s) regarding your nomination or selection as a work team member.

Mike Rodenbaugh

http://gnso.icann.org/council/soi/rodenbaugh-soi-09jul08.shtml

I am owner of Rodenbaugh Law, a member of the Business and Commercial Users Constituency. I am an attorney licensed in California. I conduct much of my business via the internet. I advise and represent entities and individuals with various commercial interests in domain names and other forms of intellectual property, and with varying interests in internet commerce.

I am personally concerned about the security and stability of the Internet, as it is increasingly the backbone of our society, critical to global commerce, communications and safety. So I am interested in ICANN's role in managing and coordinating the technical and policy aspects of the Internet. I am mindful of the many enormous benefits of the internet that are fostered by ICANN policy, and seek for ICANN policy to develop in ways that will enhance the growth of internet commerce and communications. I am also concerned about various, serious harms enabled by policies of ICANN and its contracting registries and accredited registrars, or by lack of effective policy.

Businesses and their customers are experiencing increasingly severe harm from phishing, malware distribution, hacking and other forms of online crime and intellectual property infringement. For many years I served as in-house counsel at Yahoo! Inc., working increasingly to protect Yahoo! users and their commercial and personal interests, as well as Yahoo!'s commercial interests, against these increasing worldwide threats. I believe that these harms will continue to rapidly grow, unless DNS policies are adapted to help fight them. So I strive for DNS policy that helps to mitigate those threats as much as reasonably possible.

On occasion, I may have clients with similar concerns, or who have other policy interests at ICANN. As a representative elected to the GNSO Council by the collective members of the Business Constituency, I am required by the Constituency's Charter to support and otherwise remain faithful to approved positions of the Constituency as applicable, rather than my own views or those of any client I may have at any given time. Generally my clients are online businesses that do not have a contract with ICANN, though I may represent contracting parties from time to time in matters unrelated to ICANN policy, for example in a commercial transaction or dispute resolution. To the extent that any client seeks my representation or advocacy in any ICANN forum, I would further disclose the existence of such client and their interest in the matter at the time of that representation.

I currently advise a for-profit entity in a business venture that will apply for a new gTLD when ICANN opens the domain space in 2009, and I am personally engaged in a second for-profit business venture that intends to apply for another new gTLD through that ICANN process. I may consult on other, similar projects in the future. In addition, I advise Yahoo! and several other clients with respect to cybersquatting and cybersecurity problems that they suffer, which problems are enabled (often unknowingly) by ICANN contracting parties and by ICANN policies or lack thereof. Therefore I also advise those clients about ICANN, and advocate at ICANN some of their views that ICANN policies should change and/or be adopted to mitigate these problems.

Kristina Rosette

http://gnso.icann.org/council/soi/rosette-soi-29jan08.shtml

I am employed as a Special Counsel by Covington & Burling LLP ("Covington"), a general practice law firm with over 650 lawyers in eight offices in four countries. I am resident in Covington's Washington, DC office and am a member of the District of Columbia bar.

I specialize in Internet and trademark matters, and represent trademark owner clients in connection with such matters. Among my responsibilities, I develop and implement strategies in the areas of offensive and defensive domain name registration, Internet monitoring and enforcement, anti-counterfeiting and anti-fraud; reclaim domain names through negotiation, arbitration (under the UDRP, .biz STOP, and .mobi Sunrise Challenge policies, thus far), and litigation; advise clients on the purchase and use of keywords and trademark aspects of search engine optimization; negotiate and draft transactional documents relating to Internet-related assets and perform due diligence reviews of such assets; and design trademark usage policies and guidelines and anti-counterfeiting strategies for use in virtual worlds. In connection with advising firm clients of generally noteworthy trademark- or Internet-related developments, I have also provided information and updates on domain name system developments (e.g., posting of reports for public comment, announcements of new policies such as the Domain Name Transfer Policy, .eu Sunrise requirements). All such communications have been, and will continue to be, based solely on publicly available information and documents.

From time to time, I register or acquire in my own name domain names for firm clients. I am currently the registrant of several domain names, both on behalf of firm clients and in an individual capacity. From time to time and as circumstances warrant, I have completed and submitted Whois Data Problem Reports and submitted registrar compliance complaints to ICANN on behalf of firm clients.

Since 2004, I have been a member of the Registration Practice and DNS Administration Subcommittee of the International Trademark Association's Internet Committee, and chair the Subcommittee for the 2008-2009 term.

The Czech Arbitration Court ("CAC"), which the ICANN Board approved as a UDRP Provider in January 2008, has selected me as a UDRP panelist.

I have determined that Covington does not represent ICANN and does not represent any clients in matters in which ICANN is an adverse party. Covington did represent the International Cooperative Alliance in connection with the formation and establishment of DotCooperation LLC, the .coop registry operator, but that matter has been closed for some time. I have also determined that Covington neither represents any gTLD or sTLD registry operator in matters relating to its capacity as a registry operator nor represents any client in matters adverse to such registry operators as registry operators. I am advising a number of firm clients that are considering applying for a new gTLD. Based on the responses to my inquiries, Covington does not represent any ccTLD registry operator in its capacity as a registry operator nor does it represent any client in matters adverse to any ccTLD registry operators as registry operators.

To the best of my knowledge, Covington does not represent any ICANN-accredited registrar in its capacity as a registrar nor does it represent any firm client in a matter adverse to a registrar as registrar. From time to time, Covington has represented firm clients in intellectual property matters adverse to registrars, and it is likely to do so periodically in the future. I have been involved in such matters and expect to be involved in additional such matters in the future from time to time. It is possible that a firm client is an ICANN-accredited registrar, but, if so, Covington does not represent it in such matters.

I am a Senior Consultant for Verizon Business, a global communications, security and technology provider. My duties consist primarily of providing consulting services. As a multi-national organization, Verizon Business has many customer and vendor relationships, and some of those relationships may include ICANN accredited registrars, registries as well as members of other GNSO constituencies. In the normal course of my duties, I have no knowledge of which ICANN related organizations my company is contractually involved with. My position and responsibilities in Verizon Business do not allow me any decision making power, personal involvement, responsibility or other interest in determining or carrying out the contractual relationships in which my company enters. As a global network provider, my company's interest in ICANN is for the security and stability of the Internet. I do not have any relationships or duties outside my company that would involve any issues of interest to !
or conflict with ICANN, and my duties in the GNSO.
