Overview
The Generic Names Supporting Organization (GNSO) is seeking to select two (2) volunteers to fill the roles of Members to the Review of Reviews Cross Community Group (CCG). Any member of a GNSO Stakeholder Group/Constituency is eligible to apply for one of the slots. Candidates must complete the Expression of Interest (EOI) Form and submit it by email to gnso-secs@icann.org no later than Monday, 11 August 2025 at 23:59 UTC.
Background
The Third Accountability and Transparency Review (ATRT3) recommended the addition of a Holistic Review as a special Specific Review to look at ICANN's Supporting Organizations and Advisory Committees (SOACs), the Nominating Committee and their relations. As part of the ATRT3 implementation, the ICANN Board launched a detailed scoping exercise in 2024, titled a "Pilot Holistic Review", as well as a Continuous Improvement Program intended to evolve the content of the Organizational Reviews into continuous improvement programs in each SOAC and the Nominating Committee .
In 2025, the Pilot Holistic Review (PHR) Team proposed that two separate work efforts could be pursued: 1) Focusing on continuous improvement; and 2) Focusing on assessing the need for change to ICANN's structures.
In respect of work effort 2, subsequent community discussions, including with the ICANN Board, suggested that the purpose, need, and scope of the current review mechanisms need to be examined. It was generally agreed that a one off evaluation of the full set of reviews is the best way forward. Specifically, such a one-off review would look at whether ICANN's review mechanisms, in their current form, are still fit for purpose and needed, and whether the methods of the reviews and implementation of their recommendations are still adequate. The Review of Reviews CCG is being established to fulfill this purpose.
Responsibilities
Candidates should review the Review of Reviews Membership Requirements in the 'Members and Observers' section of the Draft Review of Reviews Charter to understand the scope of the requirements and duties.
Skills and Experience
Individually, candidates are expected to meet the following criteria:
- Have sufficient expertise and understanding of the ICANN reviews to participate in the discussions
- Commit to actively participate in the activities of the CCG on an ongoing basis; and
- Where appropriate, solicit and communicate the views and concerns of individuals in the group that nominates them.
This is in addition to the criteria that are intended to be met by the group as a whole, as detailed in the 'Members and Observers' section of the draft charter.
Selection Process
The GNSO Council has tasked the GNSO's Standing Selection Committee (SSC) with evaluating the candidates and making a recommendation for two (2) Members by full consensus to the GNSO Council. The GNSO Council will review the SSC's recommendation and make a final decision.
