Introduction
Alan Greenberg, ALAC member from the North American Regional At-Large Organization (NARALO) and the ALAC Liaison to the GNSO, composed an initial draft of this Statement [PDF, 235 KB] after discussion of the topic within At-Large and on the Mailing Lists.
On 02 April 2014, this Statement was posted on the At-Large Initial Report Inter-Registrar Transfer Policy (IRTP) Part D PDP Workspace.
On 05 April 2014, Olivier Crépin-Leblond, Chair of the ALAC, requested ICANN Policy Staff in support of the ALAC to send a Call for Comments on the Recommendations to all At-Large members via the ALAC-Announce Mailing List.
On 14 March 2014, a version incorporating the comments received was posted on the aforementioned workspace and the Chair requested that Staff open an ALAC ratification vote on the proposed Statement.

Summary
- The ALAC strongly supports these recommendations.
- The ALAC particularly supports Recommendation 5 that would extend the statute of limitation to launch a Transfer Dispute Resolution Policy (TDRP) be extended from the current 6 months to 15 months from the initial transfer.
- In Recommendation 9, the term "user-friendliness" should be augmented comprehensively to make it clear that this site should be understandable to a registrant who does not have to deal with such problems on a regular basis.
- In recommendation 10, it is essential that, in addition to Registrars, Resellers be explicitly included.
