Tijani Ben Jemaa, a member of the Executive Committee (ExCom) of the At-Large Advisory Committee (ALAC) and the Vice-Chair of the African Regional At-Large Organization (AFRALO), originally composed this statement, following discussion within the At-Large Community on this topic.
On 4 June 2011, the original statement was posted on a wiki workspace, and a call for comments was sent to the ALAC-Announce mailing list. Each of the five Regional At-Large Organizations (RALOs) then reviewed this original version, and the At-Large Community submitted input on it. A second version of the statement, incorporating this input, was created on 10 June 2011.
On 13 June 2011, the FY12 Operating Plan and Budget was discussed in a single-topic ExCom call with ICANN Controller Juan Ojeda. Incorporating both comments from this call and further input from the At-Large Community, the final version of this statement (presented here) was created on 17 June 2011.
Also on 17 June, Olivier Crépin-Leblond, Chair of the ALAC, requested that the At-Large Staff conduct a five-day ALAC ratification vote on this statement, and the statement was submitted to both Juan Ojeda (the ICANN staff person responsible for the public comment period) and the ICANN Board Secretary with a note saying that the document was currently undergoing ALAC ratification.
