ALAC Statement on the Draft Final Report on Universal Acceptance of IDN TLDs

Introduction

Rinalia Abdul Rahim, ALAC member from the Asian, Australasian and Pacific Islands Regional At-Large Organization (APRALO) and ALAC Executive Committee member composed an initial draft of this Statement [PDF, 65 KB] after discussion of the topic within At-Large and on the Mailing Lists

On 2 July 2013, this Statement was posted on the At-Large Draft Final Report on Universal Acceptance of IDN TLDs Workspace.

On that same day, Olivier Crépin-Leblond, Chair of the ALAC, requested ICANN Policy Staff in support of the ALAC to send a Call for Comments on the draft Statement to all At-Large members via the ALAC Announce Mailing List.

On 18 July 2013, this Statement was discussed in the ALAC & Regional Leadership Wrap-up Meeting. During that meeting, the draft Statement was discussed by all present At-Large members, as well as those participating via Remote Participation.

The Chair of the ALAC then requested that a ratification vote be held on the Statement. Staff then confirmed that the vote resulted in the ALAC endorsing the Statement with 10 votes in favor, 0 votes against, and 0 abstentions.

The Chair then requested that the Statement be transmitted to the Public Comment process, copying the ICANN Staff member responsible for this Public Comment topic.

Summary

  1. The ALAC is of the view that the implementation of policies that support the Universal Acceptance of IDNs is crucial for the success and uptake of IDN gTLDs and IDN ccTLDs.  The ALAC therefore support the recommendations of the JIG in its Final Report on Universal Acceptance of IDN TLDs.
  2. We urge ICANN to leverage its influence and resources to promote and support the universal acceptance of IDN TLDs broadly as described in the report towards ensuring user access and utilization of IDN TLDs as well as a consistent, predictable and secure user experience
