ccNSO Council Nominations and Elections Report

1) Background

According to the ICANN Bylaws, Article IX, Section 4, paragraph 7 (http://www.icann.org/en/general/bylaws.htm#IX); the ccNSO Members shall select a Council member per geographic region.

The Councillors, whose terms expire in March 2011 are:

African Region: Mohamed El Bashir, .sd
Asia-Pacific Region: Hirofumi Hotta, .jp
European Region: Ondrej Filip, .cz
Latin America/Caribbean Region: Patrick Hosein, .tt 
North American Region: Dotty Sparks de Blanc, .vi

At the ccNSO Council meeting on 17 August 2010, the Council appointed Gabriella Schittek as Election Manager and approved the suggested timeline (http://ccnso.icann.org/workinggroups/minutes-council-call-17aug10-en.pdf), which was defined in accordance with the ccNSO Rules and Guidelines (http://www.ccnso.icann.org/about/ccnso-rules-and-guidelines-25jun08.pdf).

2) Call for Nominations

The call for nominations to the ccNSO Council was launched on 31 August 2010 and ended on 21 September 2010.

At the close of the call, following candidates had been nominated and seconded:

African Region:

Seconded by Mohamed El Bashir, .sd on the 16th September 2010.

Asia-Pacific Region:

3) Notes on Nomination Period

Mohamed Adam Ibrahim, .so, was nominated by Ahmed Mohamed Aden, .so on 14 September 2010, to represent the African Region on the ccNSO Council. However, the nomination was not seconded and the nomination is therefore not valid.

Garth Miller, .cx, was nominated by William Semich, .nu, on 1 September 2010, to represent the Asia-Pacific Region on the ccNSO Council. However, the nomination was not seconded and the nomination is therefore not valid.

Demi Getschko, .br, was additionally seconded by Solino Gustavo, .ar on 20 September 2010. However, the necessary form had not been used for this purpose and the submission was not corrected upon request. The endorsement is therefore not valid.

4) Acceptance of Nomination

All nominees, except Demi Getschko, accepted their nominations.

This means that elections needed to be held in the Asia-Pacific and European region.

5) Campaign Period

In accordance with the approved timeline, the candidates were given one week for submitting campaign statements to the ccNSO members. The campaign period started on 5 October 2010 and ended on 12 October 2010.

6) Election Period for the Asia-Pacific and European Region

In accordance with the approved timeline, the elections in the Asia-Pacific and European Region started on the 12 October 2010.

On 7 October 2010, ccNSO members in the Asia-Pacific and European region were informed that voting ballots would be posted to the ccNSO primary contact email address; members were encouraged to confirm that the ccNSO Secretariat had the correct email address in its database.

Voting ballots were sent on 12 October 2010 to all ccNSO members in the Asia-Pacific and European Region.

The voting period ended on 26 October at 00.00 UTC.

7) Election Results

7.1. Asia-Pacific

Hiro Hotta, .jp received 13 votes.
Hong Xue, .cn received 5 votes.
One abstention.

19 valid votes were cast from a population of 29 eligible voters. This means that the necessary quorum, as required by the ICANN bylaws (http://www.icann.org/en/general/bylaws.htm, Article IX, section 4, paragraph 9) was reached.

7.2 European Region

Ondrej Filip, .cz received 8 votes
Roelof Meijer, .nl received 14 votes.
Two abstentions.

24 valid votes were cast from a population of 26 eligible voters. The required quorum was therewith met.

8) Notes on Elections

One vote in the Asia-Pacific elections was received after the closure of the voting period and is therefore not valid.

Several Registries reported that they had not received the voting ballots.

In one case, the email address of the primary contact had changed, but had not been updated in the database.

In another case, the primary contact had changed and the database had not been updated.

In a further case, the primary contact was out of office for a longer time period.

In all other cases, the logs of ICANN's email servers showed that the ballot successfully left ICANN’s servers and reached the registry server. The registries concerned received a copy of the email log.

All those who did not have a ballot were offered to fill in a form and return it to the election manager instead. In cases where the primary contact was out of office, votes from the currently listed Administrative Contact in the IANA Database were accepted.

9) Final Results of Nominations and Elections to ccNSO Council

The end results of the nominations and elections to the ccNSO Council are as follows:
