second recommendation "A Procedure for conflicts, when there are conflicts between a registrar's of registry's legal obligations under local privacy laws and their contractual obligations to ICANN" ,



3. Tiered access - planning ahead





1. Summary of Cape Town meetings
Jordyn Buchanan briefly summarized the items arising out of the Cape Town meetings, the face to face task force 1/2 meeting with members of the GNSO Council and the (first ever) GNSO public forum.



2. Discussion of 2 recommendations:


The policy development process requires impact statements from the constituencies.

Jordyn Buchanan proposed calling for constituency impact statements on the two recommendations put forward by the task force as soon as ICANN staff was able to provide feedback on them.

first recommendation, "Recommendations relating to improving notification and consent for the use of contact data in the Whois system"

second recommendation "A Procedure for conflicts, when there are conflicts between a registrar's of registry's legal obligations under local privacy laws and their contractual obligations to ICANN".

The aim was to produce Final Reports in time for the ICANN meetings in Argentina.



3. Tiered access - planning ahead



a. Briefing by a panel of 3 technical experts geared around addressing specific questions which the task force would prepare and let them have in advance.

Proposed structure:

- an introduction,

- a description from the task force why it was looking at CRISP and how it would apply

- the functionality of CRISP and how it could be implemented.



b. Call for proposals from task force members or constituencies on various models as to how tiered access could be handled.

One such model, Tiered Access - authentication model has already been submitted by Thomas Roessler



c. How to approach the tiered access approach

- Identify milestones

- strategy to tackle the process

moving from an anonymous system to a system where the requestor could be identified.



Actions for next meeting


- create another decision tree

What would be the logical questions that arise from the decision tree as a starting point for dialogue

4 January 2005 task force 1/2 teleconference

11 or 13 January 2005 open call with CRISP panel, task force 3, ALAC, GAC and ccNSO liaisons

14 Januray 2005 submission of models for tiered access

25 January 2005 discuss tiered access models and issues arising out of them
