That may be true.  The funding was limited to one rep per constituency
at economy travel rates rather than to the three reps that are on the
Council.  Also it did not need to apply to a Council member, but could
apply to another rep appointed by the constituency.   In practice I
believe more than half of those that did attend the inter-sessional
meetings - were self funded.

My perception is that some reps were "better" funded than others.  So
the extra funding did allow for some participation from constituency
members outside of Europe and USA - which was useful - especially when
issues of developing countries and IDNs were discussed.
