A true At Large without funding cannot show up at the ICANN meetings 
either. Or maintain an up-to-date web site and do research, lobbying 
correspondence and outreach.

If constituency membership fees can't fund the representatives, then ICANN 
is the only source left.

Anyway, the point is moot. The ICANN Board is not likely to decide to fund 
what they can't control.
