That is not a problem - it is an opportunity.  The users will be the winners
- in the end.  The end point always win - not the core.  The core can always
be replaced.  Internet protocols by their nature define the power base as
being the end users - not a centrally controlled system such as ICANN is
today.

In the case of the US DOC it is simply past the point of no return.  They
are up to their necks in ICANN bullshit.  I was amused by the subject line
in this discussion - NTIA/Doc and DoJ bitch slap ICANN.  The bitch slapping
given ICANN by the DOC is nothing in comparison to the bitch slapping the
DOC has received year in and year out from special interests, diplomatic
representatives and commercial concerns over the ICANN fiasco.

On the Internet bullshit has a very limited life span as it does with the
DOC.  Let us not forget the claim ICANN made in the beginning.  It made very
clear to the DOC governments world wide that they (ICANN) held a monopoly
over the DNS.  That bit of bullshit quickly ended up in the trash as all
bullshit does.

After all my work with the HEX quickly proved ICANN was mainly irrelevant.
And if I had allowed the HEX to continue their market share today would of
exceeded that of ICANN.

People want solutions that works.  Unfortunately the HEX was corrupt and I
was not going to replace one set of criminals - i.e. ICANN - with another
set of criminals - i.e. INAIC and the Unifiedroot.

So at this point in time - who will win is an organization with sufficient
capital to market an open root system.  But few organizations or individuals
are even capable of pulling this off because they simply don't have an
understanding of the delicate sensibilities involved in the realm of core
control - or lack of it.  Like the HEX you give them a little bit of power,
it goes to their heads and they end up a little Cuckoo.  Same thing happened
to ICANN.

DNSSEC is another bit of bullshit that will die of it's own momentum.  That
was an attempt after the fact to get ICANN a monopoly in the DNS.  ICANN
should of launched DNSSEC the day it was incorporated and the monopoly
bullshit was still warm.  Today it would of had a monopoly.

So to answer your question - today people with money who can afford a good
marketing drive can control the DNS and drive ICANN into the dust bin of
history.  But in the end it will be the users who will win.

And that is not speculation - it is simply the nature of the beast.  The
protocols make it possible and user education the ultimate nail in the
wall.  I said it from the beginning and to date I've been right.

ICANN will not survive.  It has been slipping into the grave since I backed
the HEX.  An educated user base will still take some time.  In that case its
death will be a slow drawn out affair.  But if a person or corporation with
deep pockets shows up on the scene the death will be sooner.
