I found the source of my confusion (at last that part of me that is
confused about grace periods).
I was looking at section 3 of Appendix 7 of the .com *registry* agreement:
http://www.icann.org/tlds/agreements/verisign/appendix-07-01mar06.htm
That's where ICANN's several graces are defined.
