Jefsey,
the fact that the ALAC represents individual Internet user community and
the NCUC non-commercial organizations is by no means in contradiction
with pursuing the same goals and objectives. Therefore, the activities
of both the bodies can be similar and possible cooperation likely or
even desired.
Especially, when we realize how difficult non-commercial goals are
achievable here.

Uncorrect. ALAC is for Internet user organizations.
ISOC Chapters belongs to ALAC.

NCUC is for non-commercial organisations using the Internet.
Red-Cross could be an NCUC member, as could ISOC per se.
I know this is not what you personally follow, but IMHO you create
unstability, moreover than as a NCUC Member you are active at ALAC. I
also know this is not the single case of undue double representativity
in the ICANN community. I do not really see the interest as you could
organise yourself easily to manage the same personal participation in a
conforming way (in representing another non-profit at the NCUC). It is
also very surprising from a legalist as you are.
