PDP New gTLD Subsequent Procedures

Background

In June 2008, the ICANN Board adopted the GNSO's policy recommendations for the introduction of new gTLDs and directed staff to develop an implementation plan for a new gTLD introduction process. In June 2011, the ICANN Board approved an Application Guidebook ("AGB") for new gTLDs and authorized the launch of the New gTLD Program. Following the 2012 application round, the GNSO created a Discussion Group to begin the process of evaluating the experiences of the first round and identifying areas where additional policy development might be needed. The Discussion Group completed this work and reported its findings to the GNSO Council on 1 June 2015:

Upon considering the deliverables of the discussion group, the GNSO adopted the Resolution on 24 June 2015 requesting a Preliminary Issue Report on New gTLDs Subsequent Rounds to be delivered by the ICANN organization. After incorporating public comments on its Preliminary Issue Report, staff prepared and delivered the Final Issue Report. Subsequently, the GNSO Council initiated the PDP in December 2015 and adopted the working group charter in January 2016. The working group started its work on 22 February 2016.

The PDP aims to determine what, if any, changes need to be made to the existing policy recommendations from the 2007 Final Report on the Introduction of New Generic Top-Level Domains, such as:

  • Clarifying, amending, or overriding existing policy principles, recommendations, and implementation guidance.
  • Developing new policy recommendations.
  • Supplementing or developing new implementation guidance.

It should be noted that the existing policy recommendations adopted by the GNSO Council and ICANN Board have "been designed to produce a systemized and ongoing mechanism for applicants to propose new top-level domains." Essentially, this means that these recommendations will remain in place unless and until the working group determines that changes are needed.

GNSO Council Request for Preliminary Issue Report

Adopted on: 24 June 2015

Summary: The GNSO Council requests a single Issue Report that will analyze subjects that may lead to changes or adjustments for subsequent New gTLD Procedures. The Preliminary Issue Report should at a minimum consider:

  • The subjects that the New gTLD Subsequent Procedures Discussion Group identified in its deliverables (i.e., issues matrix and draft charter);
  • Global Domains Division Staff input to the deliberations of the DG, and;
  • The ICANN Board Resolution Annex A regarding Initial Input on Areas for Possible Policy work

Summary: The GNSO Council hereby initiates a PDP to consider and analyze issues discussed in the Final Issue Report on New gTLD Subsequent Procedures to determine whether changes or adjustments to the existing policy recommendations in the Final Report on the Introduction of New Generic Top-Level Domains are needed. The outcome of the PDP may lead to (i) amending or overriding existing policy principles, recommendations, and implementation guidelines; (ii) developing new policy recommendations, and/or (iii) supplementing or developing new implementation guidance; and,

The GNSO Council requests that the PDP Working Group be convened as soon as possible after the adoption of the PDP-WG Charter to fulfill the requirements of this PDP.
