All,

  Seems that the ISP industry is taking a good lead here
in dropping these reports and sending a signal to the 
IETF to get their act together as they seemingly are
far behind the curve.  This move also clearly indicates
that fighting spam, privacy invasion, viruses, ect., should
be firmily in the users hands and tools are available by which
users and industry specialists services can deal with these
malcontents appropriately.  Only area left to address is
whois data and registration data avaliability/access.
