We fall under the GNSO whos governing body is the GNSO Council, or just Council in context, It is made up of representatives of the constituencies within the parameters of the GNSO. The broad structure is found here http://www.icann.org/structure/ The Council structure and constituency representatives can be found here. http://gnso.icann.org/council/members.shtml The kind of business they are up to is to be found in such a place; http://gnso.icann.org/correspondence/
I make these points for informational purposes but also to make clear that it will be through the context and contacts such as found there that I will be asking the Council to consider adopting our list rules. As always I also lay it out to be corrected, added to, or commented on.
We are at a place where we must realize and accept that we will not be listened to by mandate or charter. It must be the substance and integrity of our contributions by which we will have effect.
