  Perhaps I could help you more if you told me where you got the fact that "most have given up"... You seem to have access to better stats than we do.
  Right around 5% voted for the current representation. Your participation is what makes the list real.
  It is understood that the list membership is a bit over 200. They have to actively subscribe and not unsubscribe. I assume that if they are signed up to get, sometimes 100s,  of emails a day they are interested or lame. Vint Cerf I promise you thinks this list is real and monitors it.
  Just run a view searches in wherever you store the list data and you will be amazed. 
  If you go here and search you can find a Thomas Narten (retired BoD member) and his posting facts.
