As is clear; for legitimacy - Notice is required. Participation by the masses is not necessary- but notice to the masses is necessary.
So while I appreciate the feelings expressed by Veni, I think the lack of notice is intentional. No one could miss all the sites listed by accident.
Nonetheless we should nominate someone to submit a SOI.
