there is some system online, worldwide domains or something like that. You
can create any domain name you want and create the tld it will be registered
under. They even have a way to resolve them. I'm sure it's not perfect, but
is such a system an impossibility?

While you are on the working group you might want to ask why the
registry/registrar system is necessary at all?
Certainly it is possible to have other systems.
Over the years so many arbitrary assumptions have been imposed upon the
DNS marketplace.
Why registry/registrar?
Why domain name rental in increments of one year to a maximum of ten
years. Why not for a few months, why not for a lifetime?
Why rental for a period of time rather than fees for specific services
(such as updating NS records)?
Etc.
