[ga] next voting options

The consideration of a replacement chair (wrongly named co-chair) actually came up after the vote was already up when someone remembered how WG -E had floundered when the chair walked away. The comment box served usefully to gather additional options. This time we can be more exhaustive and there is no need for an "others,..describe" FoIlowing the discussed options may I propose: 1. Elect one neutral Chair to facilitate the debate. 2. Elect a neutral Chair to facilitate the debate and a Vice chair to replace him during absence. 3. Elect a Chair to facilitate the debate *and* to act as spokesman or representative of the GA. 4. Elect a Chair and a Vice Chair to facilitate the debate *and* to act as spokesman or representative of the GA. 5. Elect a Chair and a co-Chair with unspecified division of tasks and powers. We haven't specified the voting rules yet. What does valid voting look like? When can the voting result be considered 'Yes/No' legitimate? Maybe simple questions, but should be mentioned. Until there is a GA charter that includes valid voting rules we can only rely on reasonable common sense. A reasonable time to vote.(5 days) Non-voters cannot invalidate the vote of those who vote. Before starting nominations and election, we will also need some consensus (and a vote) on election rules. Please try to formulate some.
