With the Christmas Island redelegation being discussed
at the upcoming Board meeting on the 10th, I thought
it might be nice to see what some of the issues are
regarding this redelegation.  Although the IANA
doesn't post any redelegation requests ("transparency"
isn't in the IANA vocabulary), there are a few letters
on the web; here is an excerpt from one of them dated
February 20, 2005:

"Participation in the ICANN Process

The Commonwealth of Australia is among the most active
supporters of the ICANN process and desires for ccTLD
administrators of ccTLDs which represent Australian
territories to participate in the ICANN process. The
appropriate forum
for administrators of ccTLDs to participate in the
ICANN process is the ccNSO.  Membership in the ccNSO
is restricted to Administrators listed in the IANA
Root-Zone Whois. CIIA has had its March 2004
application to join the ccNSO rejected as a result of
the IANA failure to maintain an accurate and reliable
Root-Zone Whois. At considerable expense CIIA located
the previous administrators in the  UK (who have had
nothing to do with the Christmas Island ccTLD for five
years) and arranged for them to execute a power of
attorney and appeal the decision to exclude CIIA from
the ccNSO. We have been waiting over a year for a
decision from ICANN?s general counsel on our
membership."
