It depends on the registry policy. Some registries allow this, others don't. It is not IETF business, neither ICANN one. You should talk to the people who manages ".gr".

They have not introduced Greek character registrations as yet. The Verisign registry is really the 'only game in town' for the Greek language at this time.

It depends on the importance of the accents for a given language. So,
it cannot be determined internationally.

Yes, you do have a point. How important are the accents in French? Is there a similar issue in French? If so, what policies (if any) have been consideed/effected?
