Jeff,
I believe the problem is more systemic and born out of ignorance and arrogance.
There has been no place reserved for marketing in the Organizational chart.
There is no position available in the employment at ICANN.
There is no money set aside for marketing, or polling or surveys.
The at-large has absolutely no popular participation for input or output.
The massive user databases maintain by registrars, regestires and ISPs which are under Third Party Beneficiary contracts with the US gov. have never once been used to solicit input as to governance and standards issues.
Let us call it the Berlin Wall #2, they need not squealch what they neither let in nor out.
Further note the absence of any policy paper on using IT to promote Information Technology.

Organizational Chart
The following chart depicts the overall organization of ICANN as a result of its Evolution and Reform Process conducted in 2002. Transition to this new overall structure began on 15 December 2002, when ICANN's New Bylaws came into effect, and will continue into 2003. Abbreviations are as follows:
ALAC = At-Large Advisory Committee
ASO = Address Supporting Organization
CCNSO = Country-Code Names Supporting Organization
GAC = Governmental Advisory Committee
GNSO = Generic Names Supporting Organization
RSSAC = Root-Server System Advisory Committee
SSAC = Security and Stability Advisory Committee
TLG = Technical Liaison Group
