  Wrong or bad idea here.  ICANN cannot *pronounce* anything
regarding any ccTLD including Iraq's.  The government in question
for that ccTLD must make this decision in the best interest of its
citizens where the citizens decide or have a voice and a vote in
what that decision is or should be...

  Indeed so.  But not determine, only "Take and active hand"...
ICANN therefore should provide whatever assistance is needed
or desired by Iraq in this case and it's interim government at the
behest of it's citizens, to Iraq on this matter...
