Karl and all former DNSO GA members,

 When the Constitution was written or envisioned the Internet
was not in existence.  Hence at that time it would hardly
have made sense to refer to the than would be citizens as
"Stakeholders".  In any event not all of the "People" at that
time were considered "People" in the context of the
constitution as the founding fathers envisioned it.

  It is also true that non-users are also "Stakeholders",
and should have a vote and a voice in any and all policies
that will, may or are effecting them with respect to the
internet.

  But Karl, haven't we had this discussion and debate before..???
