"At the end of the Pending Delete Period, the single or two character 
domain name will not be available for re-registration as it will be 
re-auctioned 
at a future date and time."

(bottom of page 5)

This reopens all the same issues as the WLS/CLS, for expired domains, the 
anti-trust/competition issue in the CFIT lawsuit, etc.. Opening things just a 
crack for one/two-character domains would create the precedent to extend it 
later to all domains.
