[ga] ICANN GNSO model for expanded representation

Both the NCUC and the ICANN staff model for individual users representation is 
flawed.
 
They are both calculated to maintain control over representation in Internet 
Governance.
 
The only current proposal that makes sense is to have the US DoC demand that 
all TLD operators be required to provide for certifiable elections of 
individual representatives to Internet governance.  This must be done according 
to accepted Declaration of Human Rights standards and follow protocals 
established for international voting.
