George and all,

  Well the GA existed long before there were any Constituencies,
and is really a seperate non recognized entity in and of itself,
which is appropriate.  Transparent and open discourse is
in keeping with the MOU.  Unfortunately such is not the case
with any of the existing constituencies, and one of the reasons
that ICANN failed to meet the bar in the last JPA and may
likely again in September.
