The DNS, by definition, was designed to provide answers to questions.
Getting those answers from an authoritative source, even the error,
is a pretty important part of that design.
I agree with you. Thats the way it was intended to be. But there is
also an assumption that programs would handle the error appropriately.
In the real world thats not the case - which brings us again to:

The root of the problem as we can see is that in the real world error
can result in 98% of your root getting bogus queries. From a technical
point of view thats not good. The ICANN / IANA root zone is under
significant stress when it comes to error traffic. And that of course
is the result of internet expansion in the name space. As more and more
people figure out ICANN is a hoax, as have the China MII root people,
and these people begin running their own root servers - more and more
errors re showing up in ICANN name space.
If the metrics in 2003 were at 98% error at the roots then I speculate
today they will be in the 99.9% range. Unfortunately I can not prove my
point because the root server operators no longer share their root
server traffic logs. In fact I have seen no root analysis of any kind
since I wrote up my observations on the CAIDA report on the root servers.
So you see wildcards address error in the name space effectively. As do
other methods - like root servers prividing answers to localhost
queries. That would significantly reduce the load on the root today.
