Danny, the rules back then were put in place as a set of guidelines so
that a triumvirate of moderators could deal with personal offenses,
insults or otherwise "uncivil behaviour", they were not in place for a
"Chair" to have the power to stop a Jeff Williams from posting simply
because some members of the list are averse to the idea of spending all of
10 seconds of their time to set up a simple email filter.  The title
"Chair" back then was only used when a working group was set up to tackle
a specific RFC from the DNSO etc., there was no "Chair" of the mailing
list... this current idea of a "Chair" for a dysfunctional list that
serves no purpose is just another frightful ICANN abortion.

What real work did the "Chair" accomplish in his tenure thus far?  What
papers did he organize and collate input on?  Where are his summaries and
proposals? Rules aside, what productive discussions has he moderated? The
fact that he created another Code of Hammurabi is surely commendable but
my simple question is: "Why bother?"  I would have very much preferred the
"Chair" start about some actual work rather than try to set up another
bureaucratic body in their own image.

There are, I believe, still some very serious people who are subscribed to
this list who would have a whole lot to offer if there was some real
leadership being shown (as opposed to bullying).  This mailing list's
function is, ostensibly, to solicit input from any and every body who
cares to offer an opinion on matters that relate to the GNSO. If efforts
were to be made to actually produce some sort of a collated general
statement that came about as a result of dialogue (as opposed to another
joint command), then I think you would have the sort of participation that
is not only desired, but desperately needed...
