The GA has had list rules ever since I can remember
even prior to WG-review -- see

If you have issues with the current Chair and his list
monitor appointee, you remain at liberty to field your
own reform candidates as an election process is
underway.
... but enough with the mudslinging. If you have a
better way forward, make your case.
