All,
This issue has been dragging on for some time (the original deadline was 3rd
August) and there are possibly some lessons to be learned here. In my view,
the Council is not set up to undertake the sort of recruitment exercise
potentially required here i.e. some sort of filtering of the candidates
against the criteria. At least not without further work on process.
On the face of it, all six candidates seem very well qualified and, given
they have submitted fairly detailed resumes, appear motivated to assist
here.
Therefore, I propose the following way forward:
1. Transmit the full list of six to the IDN Guidelines .
2. Communicate with the candidates that we have transmitted their
names.
3. IN the same communication as 2 above, encourage those candidates to
re-check their skill set against the published criteria and if, for this or
any other reason, they no longer wish to participate, to communicate this to
the Council and the WG ASAP.
If there are no objections to this, we will transmit all 6 names in the
manner proposed above on or before 31 August 2015.

Sarmad and his colleagues have confirmed that the GNSO Council can endorse
as many qualified candidates as it thinks appropriate; however, as mentioned
previously, all endorsees should have the necessary qualifications and
expertise as documented in the Call for Experts:

Dear Councilors,
Please find attached the resumes, as submitted to us, of the six candidates
named below who have volunteered to serve as GNSO-endorsed experts to the
new IDN Implementation Guidelines Working Group. Aside from minor formatting
changes to package them all into a single document, we have not edited or
changed any of the candidates' submissions. They are listed in alphabetical
order.
>From what I understand from my colleagues in charge of the project, they
would greatly appreciate knowing who the endorsed experts are as soon as
possible. As such, may I suggest that the Council finalize its decision via
this email list no later than a week from today i.e. Tuesday 25 August?
As noted previously, the original suggested number of three GNSO experts was
based on the composition of prior community teams that worked on the
Guidelines. The Council may therefore wish to endorse more than three for
this new effort if it believes this to be appropriate.
I have cc'd Sarmad Hussain, who you all know and who is leading the effort,
on this email so that he can see any questions you may have about the
process or the necessary qualifications for the work that is to be done.
I'll be sure to post any responses or further information from him as well.

IDN Guidelines Working Group
Dear Councilors,
I write to follow up on the note below, to request that the Council discuss
and decide on candidates it wishes to endorse, on behalf of the GNSO, to
join the new Working Group that will revise the 2011 IDN Implementation
Guidelines. So far the following nominations have been made:
* Chris Dillon (NCSG)
* Christian Dawson (ISPCPC)
* Jian Zhang (RySG)
* Dennis Tan (RySG)
* Edmon Chung (RySG)
* Kal Feher (RySG)
ICANN staff supporting this new Working Group has confirmed that the
original number of three GNSO representatives to the Working Group was
suggested based on the composition of earlier groups that reviewed the
Guidelines, so the Council may endorse additional appointees if necessary.
However, it is important that all GNSO-endorsed appointees have relevant
expertise in the following areas, as relevant for the second level of the
DNS:
* DNS and IDNA protocols
* IDN language or script tables, including variants and label level
rules
* IDN policy
* IDN implementation
* IDN label registration process and registration data
* IDN related SSR issues, including string similarity
* IDN usability challenges and universal acceptance
Three of the four RySG nominees have already kindly provided staff with
their resumes/qualifications.
As the IDN Program staff would like to proceed with the formation of the
Working Group (which will also have representatives from the ccNSO, ALAC and
SSAC), it will be very much appreciated if the Council can reach a decision
soon. Given that the next Council meeting will not take place till
September, you may wish to consider email discussions as sufficient. You may
wish also to request that the other candidates send in their
resumes/qualifications - either to Sarmad (cc'd here) or me - and we can
compile them into a packet for your review by next week. Please let us know
if you have objections to this suggested approach.

Hello everyone,
Following from the discussion with Sarmad Hussein at the Buenos Aires
meeting, please be informed that the IDN project team has now issued a Call
for Experts to join the new Working Group to review the IDN Guidelines: see
https://www.icann.org/news/announcement-2015-07-20-en. They are asking for
three GNSO members to the WG, which must be endorsed by their respective
SO/ACs - and ideally applications should be sent in by 3 August.
I'd be happy to bring this up during AOB on the Council call this week, but
in the meantime it would be good if you and your respective SG/Cs could
think about who the GNSO could appoint. As I explained in Buenos Aires, this
WG was supposed to build on a list of issues identified by the GNSO and the
ccNSO; unfortunately, although a small group of community volunteers was
formed in February, there has been no discussion or input provided by that
group (which has been dormant).
Nevertheless, one possibility is of course to endorse those volunteers from
that small group should they indicate interest. Given the importance of this
issue, we hope that the Council will give the matter due and timely
consideration.
