We also have different priorities across our respective constituencies and SGs, 
which may at times think it's more important for someone to be present in x 
rather than y session.  Simply saying that only non-Councilors should be 
allowed to cover meeting x isn't really a solution given that interests and 
expertise on a subject may vary, and a constituency or SG might not have enough 
other bodies that are equally or more optimized to a given task.  And of 
course, it wouldn't work for NCAs either.

We've had a lot of discussion in recent months about what the Council's roles 
and responsibilities are or are not; it would seem odd given the thrust of the 
sentiments that have been expressed for it to now decree that it can tell 
constituencies and SGs where their reps should be and what they can work on.
