Karl and all,

  Me believes your right.  ICANN seemingly has nearly always done
things through various proxies of one sort or another.  Yet the
registries and registrars are contracted to ICANN who is in turn
contracted to DOC/NTIA.  So they do have some responsibility
to the consumers and registrants.  What level of responsibility
is where things get a little dicey.
