I would not call them "technical". They were user-interface issues,
mostly psychological. Klensin does not explain why all the registries
agree to register 0 and O while the two characters are very similar
and why they agree to register two domain names with only one
different letter.

It seems clearly a case of over-regulation to forbid one-character
domain names, a new case of "protecting people against themselves".
