In some countries like .nz the local internet community controls the
ccTLD Manager as it is an open to anyone (for small fee) society, and
in fact has on one occasion exercised their ability to change the
management of the ccTLD manager as they were not happy with the job
being done.

Probably who-ever the Government nominates to ICANN/IANA.
