Actually the GNSO Council merely allowed a constituency the option to
appoint alternates.
Most other constituencies appeared to have taken up that option, and I
understand that the Excom elected to exercise that option to ensure
continuity should the primary registrar representative not be available
for a particular teleconference or physical meeting.
