I completely agree with Rob's comments.  This needs to be sorted out now
before anything gets set in stone...

Thanks Ross,

So it would seem to follow that we want our NC reps to participate if others
are, and we may want an observer (I assume the observer can't vote but can
speak).

I find at these things that anyone on the call typically gets an opinion and
it can have weight/sway.  The fact that IP is clearly participating heavily
shows how committed they are to this.

I suggest we enable our maximum participation as well, as this is a serious
issue for us all.

There is only one rep per constituency (plus the ALAC), the others are
either NC reps participating as observers or actual constituency
observers (up to one per constituency).

I didn't keep full notes on this, I tend to rely on the GNSO secretariat
when she is present - no need to duplicate everything.
