Joe and all,

  I by in large agree with your remarks and historical
reference which is very important if any correction in 
current ICANN policy and any reasonable future DNS policy
is to be reasonably established and enforcable.  Currently
as you already know Governments are moving forward with
various legislation efforts unilaterly largly because the 
preception and in part, reality of ICANN has failed or 
performed badly in managing the intragal areas of the 
Internet.  I am sure such legislative efforts will continue
and perhaps escalate accordingly.  Unfortunately governments
historically have in recent decades proven to be poor
Stuarts.
