Elliot,
As I read this law (IANAL), it will only affect about
a dozen ICANN-accredited registrars (but not your firm
as your company is not located within the state --
however it may impact some of your resellers):
4. "In a civil action commenced under this section, a
domain name shall deemed to have its situs within the
state if the domain name registrar, registry, or other
domain name authority that registered or
assigned the domain name is located within the state."
