I think that the list is in agreement on the following;
Censorship only comes on a balancing of rights.
Censorship may only be done by enforceing existing rules.
The rules must be adopted by the GA.
One person acting alone should not engage in conduct/speech which results in censorship of another.
If two people complain of individual acts of censorship the matter must be reviewed by the officials.
