This is correct. It was only through pestering Esther Dyson that we 
received the admission that the Board had looked at it but decided not to 
mention it in any resolution.
In Santiago this was repeated with the "informal" rejection letter by 
Esther Dyson just prior to the start of the meetings.

The petition continued to be ignored until in Yokohama this GA voted with a 
show of hands that the Board should formally place the issue on its agenda.
