Dear Vint,
I write to you regarding the following section of the
Request for Proposals for Registrar Data Escrow
Service:
"4.1.4 Registrars that allow customers to register
domain names through Whois privacy or proxy services
that effectively prevent escrow of the beneficial
domain name users' contact information may optionally
include additional fields in the text file to escrow
the names, addresses, telephone/fax numbers, and email
addresses of the beneficial users."
A failure to escrow the data pertaining to the "real
registrant" (by making it optional) is a horribly bad
idea.
ICANN's obligation is to ensure the integrity of the
registration by escrowing the "real data" -- it should
be treating escrow of the proxy service elements as
optional.
Please reconsider the above clause.
