Dr. Dierker and all,

  Agreed.  In addition as small registrants represent at least 48% of
ecommerce GDP according to last reports from the GAO and
SBA, it seems VERY odd at a minimum no GNSO Constituency
is or has ever been allowed or accepted by the ICANN Bod.

  Further again still, in that the ALAC does not have a voice
AND a Vote on the ICANN Bod, nor can it have any vote
within the GNSO, it seems obviously ICANN has been negligent
as a custodian of a Public resource and in doing so has harmed
consumers accordingly with malice and forethought.  Such should
be unexceptable to DOC/NTIA...
