What does the MOU and recent DoC contracts have to say about end users?

Roberto was correct in stressing registrants vs. "users".
It is completely unrealistic and even counterproductive to fight for "user"
representation in ICANN when you cannot realize registrant representation
first.
The registrant is the only reason that the ICANN accredited registration
industry flies.
Elitist? For less than $10 a year for a domain registration? I don't think so.
