All this has been extensively debated before and the only solution is that 
an elected committee administers the voting options.

As the GA does not have this, a volunteer admin is now acting to reflect 
the different views found here on the list in the polling options. If the 
options do not reflect these various views, the whole list can act as a 
committee and correct the options and/or accuse the admin of the politburo 
style manipulation that you talk about.
It goes without saying that the administrator of the voting is not 
qualified to be a candidate for any election.

Balance also means impasse. When two chairs take opposing viewpoints, you 
guarantee that discussion never progresses to anything.
This may be what you want and that option may even get a majority of the vote.

Without conclusive voting, especially on procedure, those with the most 
time on their hands end up controlling the list output.
There are people with valuable votes who are not keen to raise their voice 
on this list or debate with trolls.

They may indeed. But who is to judge that higher importance?

At the moment allow us to find out the wishes of the voters who want to 
participate in the election of a chair.
