Dominik and all,

  We don't trust any report from PIR/ISOC unless they can provide
raw data and/or has independent audit verification.  So far, such has
never occurred.  And consequently such can and likely will be challenged
in court.  Ergo, abuse and/or abuses left unaddressed will only fester,
and engender more abuse and/or abuses.
