  Agreed.  And as a reminder, ICANN has had, and still have significant
trouble enforcing it's own bylaws, policies, and contract's as it is.
Content
laws and/or rules must be a matter of government enforcement and citizen

oversight with a clear line of reporting illegal content.  How such
content
is to be determined "illegal" has yet to be decided across
jurisdictional
boundaries.
