The idea that free-ride speculators (as opposed to speculators who actually have money at risk) who use the 5-day grace periods should ante up some cash is a good one. Given the huge numbers of names that these folks cycle through every week, even $0.25 per name could add up to several millions of dollars. Having to actually pay that kind of money could really slow 'em down. --karl--
